Here is an unusual beer tray that seems to make sense. It is a 14 inch plastic tray made for Anheiser-Busch in 1983 and it advertises LA beer. It has a plastic change or money box that clips to the side of the tray. On top of the box is a clip for perhaps holding the order pad. It weighs 1.75 lbs. and apears to lack any signs of wear - perhaps it was never used.
